2 ways to solve the issues
1. The government can developed one website that have all the legal music available to download. If you download any music other then this website it's illegal. Government can control the website much easier, because there is only one website for legal download so if any other website offers legal music download, we know it's must be fake and it's much easier for the government to catch the people.
2.If number 1 way does not work, I think government should developed a store like lcbo, where you can bring in your USB then you purchased the music. These music would have a restriction that you cannot upload to the Internet. If they upload this file into the Internet, the police would located the computer and catch the suspect

5 reasons that people needed to beaware of this issues
Reason 1:People it's not aware of the copyright law where will prevent the people downloading without original artist's permission. Often these artist will be sign to a label company where the label company will start distribute the CD under aritist's right. Since the artist didnt authorize the download, these download has already offend the artists.
Reason 2:Its illegal to use other's work without permission, where in Canada you could have a criminal record for doing it. People has not be aware of this consequences.
Reason 3: You might get imprisoned for doing so, however police always having trouble to find evidence that the people actually downloading from the Internet, you might get lucky and got away from it but if you having bad luck you would get caught and send to jail.
Reason 4:Respect to the artist, if you like to hear the music from the aritist's and you love them, how can you not respect their work by stealing it and they are not making any money and they give up their time to make music for you to hear. But you decide that

illegal Downloading
Cleared stated Issues of illegal downloading: Most of the citizens in Canada does not aware of unauthorized copying or distribution of copyrighted material for profit is illegal under Canada's Copyright Act. They don't realize that they have already making a illegal downloading by not paiding or artist did not give the authorization for the download is considered as illegal download.
